Actually on the EternityProject Kernel with EternityProject sysfs Manager, you've got low-level DVFS frequency and voltage controls.
This app will make you able to easily manage those parameters and specifically:

2. CPU LP Frequency Limits Control
3. CPU G Frequency Limits Control
Note that this app should only be used from experienced users. If you don't know what are you doing, please, don't take this adventure.
